Aleksey Makarkin, first vice-president of the Centre for Political Technologies, noted in December 2016: "... at the end of the 1980s the idea became popular that large-scale foreign political projects needed to be abandoned, space programmes needed to be curtailed, and a high standard of living ensured in this way. As a result, the space programmes were cut, allies were abandoned, but we did not start to live better."
